Summary:

In the spirit of encouraging the development of vibrant and inclusive communities, this report examines how to include a subset of renters (i.e. apartment residents) more fully in community association activities. This report focuses on Reston Association, one of the largest community associations in the U.S. Through interviews with Association with apartment staff and a community survey of residents, this report explores the opportunities available to members, the extent to which residents are involved in community activities, and what challenges these residents face to greater participation.
